U.N. to send team into North Korea after floods

SEOUL (Reuters) - A United Nations team will visit North Korea from Tuesday to assess damage caused by recent floods, with a view to developing an aid plan, a U.N. official told Reuters on Monday.

The team is the highest-profile delegation allowed into the secretive state since its new leader took power seven months ago.

The planned trip follows a meeting between U.N. and North Korean officials on Monday, at which Pyongyang presented its assessment of the damage, the United Nations Children's Fund (UNICEF) official said, without elaborating on the meeting.

"We have agreed to send an inter-agency rapid assessment team to the two most affected counties tomorrow (July 31)," Christopher de Bono, chief of communications for East Asia and the Pacific for the UNICEF said in an emailed statement.

North Korea remains one of the most isolated states in the world. That has not changed since Kim Jong-un took office, though floods have in the past provided opportunities for contact with the outside world.

"A U.N. response will be devised after the inter-agency mission confirms the damages and gauges the immediate requirements of the affected population," de Bono said.

North Korea's official media has reported that floods caused by torrential rainfalls between July 18 and 25 killed 88 people, left tens of thousands homeless and damaged agricultural areas.

On top of that, the country's KCNA news agency said an additional 400 mm (16 inches) of rain had fallen in the 24 hours to Monday morning.

The floods come after a period of drought and are certain to lift food prices, already rising sharply. According to defectors contacted by Reuters in neighboring South Korea, rice prices have already risen beyond the reach of ordinary households.

"A heavy downpour on the 29th July, coupled with heavy thunderstorms, have worsened the flood situation for DPRK (North Korea)," the United Nations North Korea office reported on its website http://kp.one.un.org/theme-groups/contingency-planning-and-emergency-response/current-emergencies/.

"The flooding will result in more hikes in rice prices until the autumn harvest and which were already seen because of the massive drought," Kwon Tae-jin, a senior researcher at Korea Rural Economic Institute, told Reuters.

"It is simply making things worse," he said.

HOARDING BY MIDDLEMEN

North Korea has become increasingly prone to flooding because of widespread deforestation.

Defectors said the rice price increase has been aggravated due to hoarding by middlemen hoping to cash in on economic reforms which the government of new leader Kim Jong-un is reported to be planning.

North Korea, which suffered a period of famine in the 1990s, has for years relied on foreign aid to make up for the shortfall in food production.

Even before the latest flooding, a dysfunctional food distribution system, rapid inflation and international sanctions over Pyongyang's weapons programs have created what is thought to be widespread hunger.

South Korea's Unification Ministry said its neighbor had not requested any aid from international agencies.

Bill Richardson: ?I?m afraid of? Marco Rubio

The vice presidential buzz around Florida Republican Sen. Marco Rubio has former New Mexico Democratic Gov. Bill Richardson concerned about the senator?s ability to undermine President Barack Obama?s re-election chances.

?I like him. And yes, I?m afraid of him,? Richardson told Univision?s Al Punto in an interview, ?because I think he is an attractive politician, well prepared. And he is Cuban-American and to me that is positive.?

Richardson, a Mexican-American, said his goal is to promote unity among Hispanics.

?Because I want all Hispanics in the Republican Party, in the Democratic Party, whether Latin Americans, Central Americans, Cubans, Mexicans, I want us to unite,? Richardson said.

According to Univision, Richardson thinks that the selection of Rubio as a vice presidential candidate would pull some Hispanic votes away from Obama, but not enough to get Obama out of the White House.

?I think he is someone, for example, in states like Nevada, Colorado, New Mexico, Arizona and certainly Florida, could give Romney votes that he doesn?t have now,? Richardson said. ?I don?t think putting him on the ticket will be enough to defeat President Obama. But he is an attractive politician.?

While Richardson has concerns about some of Rubio?s political stances, he did have positive words for the senator many have deemed a rising star in the GOP.

?I do have many concerns over his immigration initiative ? it is like he doesn?t understand. But I see him as a young person who wants to learn and has a positive future ahead,? Richardson said.

Richardson ran for the Democratic presidential nomination in 2008 against then-Senator Barack Obama.

Microsoft's Wedge Touch Mouse has sculpted sizzle

As Microsoft gets ready to release tablet-oriented Windows 8, it's also getting some nifty hardware in place to work with the new OS, due out Oct. 26. Among the mice and keyboards is the pocket-sized Wedge Touch Mouse ($69.95), with a minimalist design that is almost Apple-like.

At 2.39 inches?by?2.11 inches, the Wedge Touch Mouse?has four-way touch scrolling and navigation. It also uses Bluetooth, so no cables or?extra USB?dongles are required to connect. It also has "BlueTrack Technology," so that the mouse can be used on just about any surface.

A look at tech companies with recent IPOs

Two newly traded tech companies, Zynga and Facebook, both reported quarterly earnings that disappointed investors. Others will be reporting in the coming weeks.

Here's a look at earnings reports from some tech companies that had IPOs since last year. The companies are all loosely Internet-related, though their businesses vary widely.

? July 25: Zynga Inc. says it lost money and received less revenue than anticipated in the second quarter because "CityVille," ''FarmVille" and other games are not attracting as many paying players as they should. Its stock tanked and dragged Facebook's shares as well because the social networking icon relies on Zynga for a good chunk of its revenue ? 12 percent last year. Revenue fell below Wall Street forecast, while expenses grew. The company says the number of players increased only because it got more players from its acquisition of OMGPop, the maker of the mobile game "Draw Something." Zynga began trading on Dec. 16, 2011.

Angie's List Inc. reports that its losses are still piling up as the company spends more to lure people to its online business-review service and persuade them to pay to see ratings on everything from plastic surgeons to sewer cleaners. Angie's List began trading on Nov. 17, 2011.

? July 26: Facebook Inc. says revenue grew 32 percent to $1.18 billion in the second quarter, slightly above analyst expectations. It had a net loss of 8 cents per share, mainly due to stock compensation expenses following its IPO. Adjusted earnings of 12 cents per share matched Wall Street's expectations. Investors weren't impressed and after a brief spike, Facebook's stock tumbled. It was Facebook's first quarterly earnings report since public trading began on May 18, 2012. Facebook now has 955 million users, up about 50 million during the quarter.

Outsourcing | Surface Earth

If we?re going to have a conversation about ?outsourcing? -? and we are ? the first thing we need to do is have a short lesson in economics.

?

Every day business owners make judgments about how to make money. If a business is to be successful, it must find innovative ways to produce its product and get its widget into the hands of consumers all over the globe at the least possible cost. This, of course, involves finding places where a business friendly climate exists. An ideal place for any business would be a place where an educated work force exists, taxes are lower, wages are cheaper and regulations ? including environmental ones ? are less oppressive. Of course, such a place would also be located near shipping hubs so that distribution of the widgets we make can be accomplished in the cheapest way possible. Outsourcing gets all of this done.

Even though politicians and talking heads will use the word outsourcing as if it were an Anglo Saxon expletive, in doing so they are being deceptive and are playing on your emotions.

?

When politicians throw the word outsourcing around, they want you to imagine closed factories and unemployment line. They want you to imagine that American jobs are being sent overseas because greedy capitalists want to become wealthier. This imagery is convoluted at best.

?

In our increasingly global economy, outsourcing is not only a key part of manufacturing success it?s also healthy for America. An American company such as General Electric (and trust me when I tell you that I never envisioned a day when I would be defending GE?s corporate kahuna and Presidential buddy Jeffry Immelt,) very much wants to sell light bulbs and refrigerators to Chinese families. The best way to do this, of course, is through outsourcing. It simply makes sense to build factories in China where the Chinese consumers are. As a matter of fact, 90% to 95% of American outsourcing is done in order to serve foreign consumers. Less than 10% of the products built by American companies in other countries ever make it back to the United States.

?

Other nations make the same kinds of decisions with regard to building their products in the United States. This concept may make more sense if one looks to the states in the Deep South where Japanese owned companies Toyota and Nissan are rolling cars off assembly lines there in record numbers these days.. These cars are American made and, as it works out, are sold to Americans in America.? In the State of Alabama, Airbus is making an investment of 600 million dollars in Mobile bringing another 1000 jobs to the area.

From Daimler-Chrysler to Mercedes Benz to recreational toy, train and plane manufacturer Bombardier, direct foreign investment in America?s manufacturing industry ? probably decried as outsourcing back in Germany and Canada ? amounted to 2.3 TRILLION dollars in 2011, and created 5.3 million jobs in our country.

Instead of sniveling about outsourcing, our politicians ought to be concerning themselves with the fact that the United States ranks 50th among 142 other economies when it comes to our government?s penchant for meddling with industry. Crony capitalism has a tendency to poison the well when it comes to foreign investment. When one then considers that our Nation?s corporate tax structure is among the highest in the world and ? depending upon what happens in 2013 ? that taxing climate is uncertain going forward, one can begin to understand why the future of American manufacturing jobs in this nation are shaky and why outsourcing makes more sense every day.

?

It is incumbent upon us as voters to understand that outsourcing is not a dirty word. While candidates clamor to hit each other over the head with the ?O Word,? we need to guard against being caught up in this dishonest ?political football? game. Instead, we need to insist that our leaders adopt business friendly policies and tax structures, and squash crony capitalism in order that the outsourcing done by other industrial nations benefits our own.

8-year-old girl seriously injured after ambulance collides with van in Washington County

HURRICANE, Washington County ? Several people were injured after an ambulance and a van collided Saturday on state Route 9 near 3400 West.

An ambulance from Hildale, Utah, and Colorado City, Ariz., was transporting a stroke victim to Dixie Regional Hospital in St. George just before 8 p.m. when it struck a van turning left at a green light, police said.

The ambulance, which had its siren and emergency lights on, also had five crew members and the patient's wife on board.

The van was carrying two adults and two children and was struck on its side by the ambulance, which was traveling at approximately 60 mph.

An 8-year-old girl sitting behind the van's driver took the brunt of the collision and was not breathing at the scene, officials said. The girl was transported to an area hospital where her airway was opened before she was transferred to a hospital in Las Vegas.

The stroke victim received a head injury, and one of the ambulance crew members suffered a broken arm, police said. Other passengers sustained minor injuries.

Kimber's Navy Family: Calling "twins!"

Don't get me wrong, I am a huge fan of teaching through hands-on experience. I believe that the best way for kids to learn how to behave in public is by taking them out in public. Kids learn best by getting down and dirty-- using a fork (very messy), going down stairs (very slow), getting dressed (so hard not to just pull their arm through the ever-elusive arm hole), or "helping" you (C now needs a towel to help me wipe down the high chairs after meals). And I've had many people comment on the amount of bookcases in every room of my house that my kids-- seemingly-- leave alone: baby-proofing through repetition ("do not touch the books... do not touch the books... do not touch the books...").
As every well-meaning, opinionated?stranger will tell you, your kids have to learn. I remember this lady at Target eavesdropping on a conversation I was having with D, telling him that we can't buy some hundred-million-small-parts-toy because his brothers could choke on the pieces. Her great advice? "Tell them they can't play with certain toys. They need to learn what's theirs and what isn't." It was such great advice that I should have brought her back to my house to enforce that practice... instead, I smiled and thanked her, moving my hoard to a more private end of the aisle. Honestly, allow my (then) three-year old to play with a choking hazard and expect my mobile twins to not swallow the small parts??

But how do I teach them what they can and can't do while maintaining my sanity? Case in point: unloading the dishwasher. As you may have seen on my Facebook page, my kitchen is not baby-proof. We have an open floor plan and cannot gate off our kitchen. Earlier this week (unloading the dishwasher has become more than a chore-- it is now an?event), I unloaded the dishwasher when the toddlers were not contained, not in highchairs or napping. As soon as the "click" of the dishwasher?let out its siren call (I can just imagine the sound resonating down the hallway to their little ears), the toddlers swarmed. C tried to climb on the dishwasher door ("No, no, no!" Do I always sound like a Ferbie?) while O attempted to eat the top rack. I pushed them back, only for C to climb under the dishwasher door-- angrily, because it is not an easy route.

I quickly took?everything?out of the dishwasher and stacked the clean dishes?on the counter. I slammed shut the dishwasher and sighed. How to teach two?toddlers?to leave?such a fascinating appliance?alone? When I tell C "no, no" and move him away, O is making his move and grabbing the silverware (and then I need to wash the silverware again). While I'm putting O in the sunroom, away from the dishwasher, C is attempting to throw all of my dishes across the room (broken dishes = huge hazard). And loading the dishwasher is even worse. Granted, I do not want to be re-washing all my dishes or replacing broken dishware; however, I do not want my precious one-year olds running their hands on dirty, germy dishes then immediately shoving their hands in their mouths-- yuck! So what are my options?

Right now I discreetly put dishes and flatware in the dishwasher whenever there is a "break." The boys are out pushing trucks in the sunroom? Time to put load up some dirty dishes. Most often, I load or unload during mealtimes and do the bulk of my dishes while my husband puts the kids to bed. I feel like a crazy person, waiting for an opportunity to do my "dirty work." I sneak into the garage to clean the catbox. I sort laundry as I'm shoving clothing pieces into the washer, straight from the hamper (hmmm... how did a red sock end up in the white load?). Folded laundry is kept in the basket, easy to move away from curious one-year olds and I have seriously debated getting a laundry hamper for each room just so I can easily shove the folded piles into the closet when company comes over. (I do hear that some people put away their laundry, like, in those large pieces of furniture standing around in your bedroom? I'm not sure how that works, but I am all ears!)


And naptime. I insisted that business as usual proceed with my oldest. I vacuumed and unloaded the dishwasher, putting away all the dishes, when he slept. With two 15 and a half month olds... I do things very different. I have a bright blue sign for my front door, "NAPPING TWINS" that hopefully scares the UPS man away from the doorbell. I actually caught myself telling my?oldest to wait on flushing the toilet until after his brothers were up from nap. Realizing how ridiculous that sounded, I used the California-water-shortage excuse (yes, we live in North Carolina). And, while I do dishes, we do not do "loud" dishes while they sleep. General loading or unloading, fine. Stacking dishes, no. Putting away pots and pans, no. Showering during naptime is usually fine. Blow drying my hair during naptime is never?fine (and maybe I like the frizzy, beach head look, okay?).

Or, my husband's favorite, he comes home and I am still in pajamas. I defend myself, "We really did get stuff done today." Husband, "I believe you! So, what's for dinner?" Me, "Can I just say now that you should never ask me what's for dinner or else you will be cooking it?"

I still don't know how I can enforce all the lessons I enforced with my oldest. At the playdate today, O was having "Mommy issues" and wanted me to hold him. While I'm holding him, C is dominating the play area, stealing toys and being generally wild. How do I tell a?toddler with no words that I need to go take care of another wild toddler? When I set O down, he buried his face in anger and screamed. I then refocused my other toddler, who was angry I was refocusing him. His body language plainly said, "I am content stealing everyone's toys and throwing them. Let me be." So then I have two angry toddlers. Hmmm.

Or the other day when my four-year old was riding bikes with my husband. C and O were fascinated by the bikes. I sat on the curb with them and told them, "Sit on the curb. No going in the street." O sat on the curb. He kicked his legs and smiled at me. C dedicated all of his energy into climbing off the curb into the street. Round and round we went. By the end of it, I doubt he even really wanted to be in the street, he just wanted to win. I repeated over and over again, "Sit... no, sir... sit... no, sir..." Oh, he was mad. Finally having had enough, I decided going inside was the best option. O, who sat like a gentleman the entire time, did not want to go inside. His body language said, "Why am I being punished because my brother can't sit?" Not able to leave either of them unattended while I carried the other in the house?(by the road, a four-year old on a bike, etc), I scooped up C and tried to convince O to walk. O crumpled in an angry toddler puddle. C, realizing that we were leaving his beloved street, writhed in my arms until I had to set him down to also crumple in an angry toddler puddle. Hmmm. If my oldest had behaved that way at the same age, I would have stood by and said, "I know you are mad. It's okay to be mad." I would have picked him up and brought him inside, reaffirming his feelings yet guiding him to a better way to handle his feelings. With two angry 15 and a half month olds dragging their angry selves towards a street while my four-year old is riding around on a bike, the best-- and safest-- plan for me was to bring them in the house, "I know you are mad. It is time to go inside. I am sorry you are so upset." I gave them "quiet time" in separate areas of the house, C playing in the sunroom with a toy, O playing in the family room with a toy. They calmed down and we moved on.

North Korean dictator Kim Jong Un gets married

North Korean state media ended weeks of speculation today, announcing that the mystery woman who has accompanied North Korean leader Kim Jong Un on recent public events is his wife.

Referring to her as Ri Sol Ju, the station reported on the couple's visit to Neung Ra People's Resort during the 8 p.m. broadcast, identifying Ri by name for the first time, and identifying her as "wife" four times during the news report.

"As welcome news played, our Marshal Kim Jong Un and his wife comrade Ri Sol Ju came to the inauguration," the announcer read.

Ri, wearing a black skirt with a burgundy jacket in black heels, was shown walking alongside Kim at the resort followed by Kim's uncle Jang Song-Taek, known to be the power behind the new leader. In another scene, she was seen sitting on the right side of Kim while being briefed by officials.

Ri, a short-haired woman who appears to be in her 20s or early 30s, made her first public appearance with Kim on July 5, wearing a yellow polka dot dress and white jacket, during a concert in Pyongyang.

Since then, she's been seen walking next to the new leader on a visit to the mausoleum of his father and late leader Kim Il Sung. On Tuesday, state television aired photos of the woman standing next to Kim during a visit to a kindergarten. She was seen smiling, as Kim hugged and talked to children, with officials standing behind the couple.

Kim took over as leader of the North Korean regime in December following the death of his father, but like so many aspects of the reclusive country, little is known about the leader. State media did not provide specifics on when the couple had married.

Just last week, Kim was elevated to the top of the military rank as "marshall," a title held by both his late father and grandfather, North Korean founder Kim Il Sun.

Since taking power, Kim has tried to be alter the country's austere and militaristic image. At his inauguration, Jong Un proclaimed a new powerful nation in which people will be fed properly, hinting that he will focus on economic welfare.

The new leader, believed to be in his late twenties and educated in Switzerland, has ordered comparatively liberal policies such as allowing women to wear pants at public events and encouraging foreign restaurants to be opened.

He was seen earlier this year visiting a fastfood restaurant and commenting on the package design of hamburgers.

At the July 5 concert which showcased girl groups dressed in mini-skirts and tube top dresses, a surprise to the outside world given North Korea's past history of conservatism in women's wardrobes on state TV, Kim was spotted raising a thumb at the group singing a melody from an American movie "Rocky."

The concert also featured Disney characters such as Mickey Mouse, Minnie Mouse, and Winnie the Pooh dancing on stage.

GENEVA (AP) ? Delegates to a U.N. conservation meeting are threatening sanctions against six countries unless they approve legislation to fighting the illegal animal trade.

The multibillion-dollar illegal trade in wildlife is a growing problem, and environmentalists say a big reason is nations' failure to enact stiff penalties for traffickers or enforce wildlife laws already on the books.

The subject was a major topic Thursday at a weeklong meeting in Geneva of the 175-nation Convention on International Trade in Endangered Species.

The six countries ? Comoros, Guinea-Bissau, Paraguay, Rwanda, Nepal and the Solomon Islands ? were told they must approve laws imposing penalties for wildlife smugglers and other provisions on how to handle confiscated wildlife.

Delegates to the meeting said the countries would have 60 days to draw up the required legislation.

UK, France agree on more military cooperation

LONDON (Reuters) - Britain and France signed two agreements on Tuesday for further cooperation on the use of military drones, the British Ministry of Defence said.

British Defence Minister Philip Hammond and his French counterpart, Jean-Yves Le Drian, pledged closer military ties and called the countries cooperation as "natural as it is necessary."

"We will continue to draw on each other's strengths and respective investments to get the best possible support for our Armed Forces," Hammond said in a statement.

The agreements came as Le Drian made his first visit to London since taking office in May, following the presidential victory of Francois Hollande.

The first agreement represented the initial phase of a collaborative "demonstration program" for a Future Combat Air System, or FCAS, unmanned air system.

The other agreement enables cooperation between the two nations on the Watchkeeper Tactical unmanned air system, which provides the British armed forces with surveillance and reconnaissance.

The neighbors already have a close defence relationship, and the latest agreements signal Hollande's intention to maintain the defence and security cooperation treaty signed last year by his predecessor, Nicolas Sarkozy, and Prime Minister David Cameron.

It tastes eerily similar to sour cream and doesn?t take away any flavor from your actual meal.

On average, Greek yogurt has 65 calories and 5g of fat in 1/4 cup while sour cream has 120 calories and 10g of fat for the same amount. That?s knocking off almost half the fat and calories for one serving! Not only does Greek yogurt beat out sour cream in calories, cholesterol, protein, and fiber, it also has probiotics, which is great for your digestion. Not a bad trade!

Pro tip: When serving Greek Yogurt on hot meals, wait 2-3 minutes after cooking to add the yogurt on top to avoid curdling.

Mustard has a tangy flavor that sticks out in dishes after only adding a small amount, while it seems that you need a boatful of mayonnaise to effectually taste it. It?s undeniable that mustard is the healthier choice here.

Pro tip: If you?re looking to add a little spice to your tuna recipe, use dijon mustard instead of the original yellow to give it a little kick!

George Osborne?s swingeing tax credit cuts of ?3 billion may have contributed to the dire Q2 downturn, the Child Poverty Action Group said today.

Gideon-Osborne-Heydon-Prowse-black-and-whiteIt was announced this morning that the UK economy shrank 0.7 per cent in the second quarter of this year, the third consecutive quarterly contraction, the worst double-dip recession for 50 years.

Commenting on the impact of Osborne?s tax credit cuts, CPAG head of policy Imran Hussain said:

?An international study looking at which countries recovered fastest from recession in 2009 found it was those giving the biggest stimulus to the incomes of the poorest households.

?This is because low income families spend their money straight away in their local shops and services, helping struggling businesses to survive.

?The size of the contraction is perhaps less surprising when you take account of the ?3 billion of cuts to tax credits that hit the poorest working families this April.

?Ministers must urgently reconsider welfare cuts, not just because of the social damage we know they are causing, but because they may be deepening the current recession and impeding economic recovery.?

As Nicola Smith explained?last year, working families will be worse off as a result of the cuts:

To allow households to gain a better understanding of what the changes mean for them the TUC has launched a tax credit calculator, which shows how changes to tax credits will affect household entitlements over the years ahead ? and exposes the reality behind today?s rhetoric about winners and losers.

For example:

? A single parent earning ?15,000 with two children (one in receipt of disability living allowance) who pays ?150 a week in childcare for 40 weeks a year could lose around ?800 annually;

? A couple family with a household income of ?20,000 with two children (including a baby and a toddler) could lose around ?687 a year;

? A couple family where one adult is disabled, with earnings of ?13,000 a year and with three children paying ?300 a week for 35 weeks of childcare could lose ?557 annually;

? A single parent earning ?30,000 with an 18 month old child who pays ?150 a week for childcare 45 weeks of the year will lose ?1,277.

Particular types of families set to experience significant losses are:

? Those claiming help with childcare (who lose 10 per cent of the childcare part of their award, a maximum loss of ?1,560 in childcare costs);

? Households with a new baby (who lose all entitlement to the baby element of tax credits, worth a maximum of ?545);

? Households with a one year old child (who will not receive a toddler tax credit, worth a maximum of ?210)

? Couple households where one adult currently works for 16 hours but between them both adults in the household work for fewer than 24 hours (who are set to lose all entitlement to the basic and couple elements of Working Tax Credit, a maximum loss of ?4,070);

? Families on middle incomes who will lose the entire family element of their award (worth ?545).

Even after gains from the raised income tax threshold (which has already been countered by VAT and NICs rises) are taken into account, many low and middle income households with children will be significantly worse off.

The coalition?s policies carry on hurting ? but they still aren?t working.

US new-home sales fall to 350K, 5-month low

(AP) ? Americans bought fewer new homes in June after sales jumped to a two-year high in May. The steep decline suggests a weaker job market and slower growth could make the housing recovery uneven.

The Commerce Department said Wednesday that sales of new homes fell 8.4 percent last month from May to a seasonally adjusted annual rate of 350,000. That's the biggest drop since February 2011.

Sales in the Northeast plunged 60 percent in June to the lowest level since November.'

Nationwide, sales in May and April were revised much higher. June's sales pace is 15.1 percent higher than the same month last year. But sales remain well below the 700,000 annual rate that economists equate with healthy markets.

"While a housing recovery is under way ... fits and starts are to be expected and clearly this summer is one of the 'fits,'" Dan Greenhaus, chief economic strategist at BTIG LLC, said in a note to clients.

Home builder stocks fell sharply after the report came out. Hovnanian Enterprises fell 5 cents to $2.41, Beazer Homes fell 10 cents to $2.38 and Toll Brothers fell 60 cents to $29.84.

The housing market has started to show signs of recovery this year.

Builders are more confident and breaking ground on more homes. Mortgage rates are at record lows. And home prices nationwide have stabilized after losing a third of their value in the past six years. Sales of new and previously occupied homes have risen, although the increases have been choppy.

Sales of previously occupied homes fell in June to their lowest level since October. But sales were up 4.5 percent from a year ago, evidence that a modest recovery is still under way.

One trend that is holding back sales has been low inventories. There were 144,000 new homes for sale in June, just above May's 143,000 ? the lowest on records dating back to 1963. At the current sales pace, it would take 4.9 months to exhaust the June supply. A six-month supply is generally considered healthy by economists.

The reduced inventory is pushing up overall home prices, which have turned up in recent months. The median price of a new home, however, fell 1.9 percent in June from May to $232,600.

Low inventories are also spurring more building. Builders broke ground last month on the most new homes and apartments in nearly four years. And permits to build single-family homes rose to the highest level since March 2010. Surveys also show that builders are more confident in the market, partly because they are seeing more interest from potential buyers.

However, many people are still having difficulty qualifying for home loans or can't afford the larger down payments that are being required by banks. That's likely holding back sales.

Ryan Glover learned that when he and his wife went to buy a new home near Raleigh, N.C. The couple had trouble getting a mortgage, even though they were able to make a 20-percent down payment on the $260,000 home.

Glover, who is a salesman, had switched jobs in May and the bank wouldn't count his sales commissions from either his old or his new job. And his wife was on maternity leave and the bank wanted to postpone the closing until Katie returned to work. The bank eventually allowed the mortgage to proceed but only after the couple paid off two car loans.

Glover said the process was in stark contrast to 2005, when he obtained a mortgage in one day based on his sales commissions from a part-time job.

"It's very stressful now to buy a house," he said.

Though new homes represent less than 20 percent of the housing market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to statistics compiled by the National Association of Home Builders.

Economists expect housing will add to economic growth this year for the first time since 2005. But home construction and remodeling have become such a small part of the economy that the increase will likely have only a modest impact.

But the job growth has slumped since March, Americans have cut their spending at retail stores for three straight months and manufacturing has weakened.

On Friday, the government will issue its first estimate for economic growth in the April-June quarter. Economists expect growth at an annual rate of only 1.5 percent, below the 1.9 percent pace in the first three months of the year.
