Input Sought for SDSU Strategic Plan | NewsCenter | SDSU

Open forums for the Strategic Plan will take place Sept. 28-Oct. 10.

The university community has been invited to share input on how San Diego State can build on its current strengths, meet challenges and seize emerging opportunities.?

As part of a recently launched strategic planning process, suggestions will be sought through several open forums and via the Strategic Plan website.

The first of the open forums will be held Friday, September 28.

?San Diego State has a history of strong collaboration and shared governance,? said Sally Roush, vice president for Business and Financial Affairs.?? ?Recent budget reductions have created new urgency for our campus community to come together and develop a thoughtful plan for our current challenges.?

Areas of focus

The strategic planning process relies heavily on the work of a steering committee and five task forces.? Each task force and associated working groups are responsible for a specific area.

These areas include:

The steering committee ? co-chaired by Vice President for Business and Financial Affairs Sally Roush and Provost Nancy Marlin ? is responsible for the overall planning process, including the preparation of the final strategic plan which integrates the recommendations of the task forces and creates an integrated financial plan.

?I encourage the entire university community to be involved by reviewing the materials posted on the Strategic Plan website and by submitting comments and additional ideas via that site,? said Bill Eadie, senate chair and Steering Committee member.? ?Each group will also be holding an open forum where oral comments will be received.?

A campus-wide process

Recently, the membership of the various groups was finalized.?

According to Eadie, there was an enthusiastic response.? In addition to university representatives, selected task forces include community and alumni representatives.? Each group has been provided with a letter outlining the group?s charge along with a set of potential questions derived from prior community input.

After the open forums are held in October, the task forces and their associated working groups will convene and begin work on written reports.? Meeting minutes and draft reports will be shared via the Strategic Plan website so additional comments can be received before the reports are finalized.?

The task forces must provide reports to the steering committee by Feb. 1, 2013. The final strategic plan will then be finalized by Mar. 29, 2013.?

Miner BSG may sue Brazil's BTG Pactual over Guinea role: report

SAO PAULO (Reuters) - BSG Resources, a mining company operating in Guinea with Brazil's Vale , may sue investment bank BTG Pactual over the latter's role as an adviser to the West African country's government, O Estado de S. Paulo newspaper reported on Sunday.

According to the paper, BSG Resources Chief Executive Asher Avidan is in Brazil looking for legal advisers, with a view to filing a lawsuit against BTG Pactual and partner AGN Participa??es. BTG Pactual and AGN created holding company B&A Participa??es to invest in mining projects globally.

Avidan is concerned that BTG Pactual's role as an adviser to Guinea's government could help B&A win license rights at the expense of the BSG-Vale venture, Estado said.

He was quoted by Estado as saying: "BTG and Agnelli are trying to sneak in through the back door. They are negotiating directly with Alpha Mohamed Cond?," Guinea President Alpha Cond?'s son.

Vale and BSG operate in a portion of Guinea's Simandou development, which is thought to be the world's biggest untapped iron ore deposit. Estado cited BTG Pactual executives as saying that the bank's advisory to Guinea's government covers just a portion of Simandou and not all, as Avidan claims.

A BTG Pactual spokeswoman told Reuters the bank did not have any comment to make and a spokeswoman for Vale did not comment on the Estado report. Reuters' efforts to reach AGN Participa??es and BSG Resources executives were unsuccessful.

AGN Participa??es is controlled by Roger Agnelli, the former CEO of Vale. Agnelli left Vale last year following a clash with Brazil's government, a key Vale shareholder, over strategy.

Guinea, the world's top bauxite supplier, is locked in disputes with mining firms over control and ownership of mining projects. The government says more state control of mining could help combat poverty in a country that has struggled with decades of conflict since independence from France in 1958.

Cond? wants to insert a provision to take the government's share in mines from 15 percent up to 35 percent, the first 15 percent of which is free. Simandou is in the spotlight at a time when mining companies are holding up spending and ore prices are falling.

Last month, a clash between security forces and villagers in Zogota, where Vale and BSG Resources operate, left six people dead. Both companies plan to start output at Zogota this year.

The mine is designed to produce up to 15 million metric tons of ore a year. Vale, which bought a majority stake in the project from BSG in 2010, hopes to boost output to 50 million metric tons a year by 2020.

COLUMBUS, Ohio -- The presidential debates offer viewers a lot of substance about the issues of the campaign -- but postdebate media coverage can undermine the value they have for voters, a new study suggests.

Results showed that postdebate coverage that focused on the debate as a competition led viewers to think less about policy issues. By comparison, coverage that focused on the substance of the discussion increased the likelihood that viewers would come away with specific thoughts about candidates' policy proposals.

The researchers conducted two different studies in which young Americans viewed actual clips from the 2004 and 2008 presidential debates and then read media coverage of the debate.

Afterward, the researchers asked the viewers to describe the debate as they would to a friend. From these descriptions, the researchers were able to tell how the media coverage affected what viewers chose to focus on in reflecting back on the debates.

"With the level of substance in the debates, there is some hope that this could be a positive moment in which people really engage in the important questions of policy," said Ray Pingree, lead author of the study and assistant professor of communication at Ohio State University.

But whether viewers actually did that depended a lot on the media coverage.

"The media have a strong influence on whether viewers think of the debate in terms of a discussion of the issues or simply as a competition between the candidates," he said.

"We need the media to treat the content of the debates more seriously. Viewers want to hear how their vote choice connects to real problems facing the nation and they want help from the media in figuring out which policies will actually be more likely to solve problems. There will be other times for the media to focus on who won or who looked better."

Pingree conducted the study with Andrea Quenette, a graduate student at Ohio State, and Rosanne Scholl of Louisiana State University. Their results appear in the current issue of the Journal of Communication.

A key issue in this study is how the media "frame" the presidential debates, Pingree said: in other words, how the media describe the debate as far as its importance to viewers.

A "game frame" is one in which the media approach the debates as a sporting event: They discuss who won the debate, who looked best, and who appealed to certain key blocs of voters. A "policy frame" is one in which the media discuss the issues, such as which candidate supported certain policies and the reasons he gave for that support.

The first study took place in the two weeks prior to the 2004 election, and involved 698 college students.

All the students were exposed to a five-minute segment of the first presidential debate between George W. Bush and John Kerry. One group read no media coverage afterward. The other two groups read different versions of a 400-word postdebate news article about the segment, written specifically for the study.

The two articles were nearly identical, except for the framing. In the policy frame, the article emphasized the candidates' different positions on the issues. In the game frame, the article emphasized candidate performance and character issues.

After watching the debate and reading the articles, the participants were asked to write out, in detail, how they would discuss the debate clip with a friend.

The researchers were looking to see how many policy reasons the viewers included in their descriptions. Policy reasons were defined as statements for or against a current or proposed government action, with reasons for supporting or opposing the policy.

For example, simply saying "I would like more tax cuts" is not a policy reason. However, saying "I would like more tax cuts to stimulate the economy" would qualify as a policy reason.

In this study, the media coverage had a strong effect on whether the viewers engaged in this policy reasoning.

Even though they all were exposed to the same clip, viewers who read the media article with the game frame -- emphasizing who won the debate -- listed the fewest policy reasons in their description of the debate.

Those who read the article with the policy frame listed the most policy reasons. Those who didn't read any coverage fell in the middle.

"Even though all the participants were exposed to the same clip of the debate, they took away very different messages depending on the media coverage," Pingree said. "Postdebate coverage that uses the game frame undermines the ability of debates to get citizens reasoning about politics."

A second study involved 1,207 students from three universities, two in the Midwest and one in the South. In this case, the participants watched a six-minute video from the first presidential debate between Barack Obama and John McCain in 2008. Then, just as in the first study, they read an article about the debate clip they had watched, different only in how it framed the debate.

As in the first study, participants who read the article with the policy frame were more likely to spontaneously come up with policy reasons compared to those who read the game-framed article.

"We did two studies in two different elections and got the same basic results -- people are influenced by the media coverage of the debates," he said.

Pingree said it may be relatively easy for people to be influenced by media framing of the presidential debates because framing is often invisible to us.

"If we think someone is trying to change our mind about something, our alarm bells go off and we resist the influence. But we don't often notice framing by the media, because we have our own thoughts related to both frames," Pingree said.

"Most people can think about political issues either as a game or as a substantive discussion of how best to solve a problem. What the media are doing is simply drawing our attention to whatever thoughts we already have about the game aspect - which is the aspect of politics that is not as valuable to democracy."

Thursday football now on cable TV

Time Warner Cable Inc. announced Friday that it reached a multiyear deal to carry the NFL Network and NFL RedZone channel.

The channels will go live for customers starting Sunday, with a full launch expected before Thursday, the NFL said in a statement, but some customers reported having it Friday.

It's expected that NFL RedZone will be launched first, in time for Sunday's games, and NFL Network will be available before Thursday's game between the Cleveland Browns and Baltimore Ravens, said Jon Gary Herrera, a spokesman for the cable provider.

In the San Antonio area, there are more than 350,000 Time Warner Cable customers, according to Melissa Sorola, a spokeswoman for the cable provider.

Time Warner Cable will carry the NFL Network on channel 280 (standard definition) and 496 (high definition) and NFL RedZone on channel 281 (standard definition) and 497 (high definition).

The terms of the deal were not disclosed.

It's unclear how the channel addition will affect the cost of service for Time Warner Cable customers in the San Antonio area, Herrera said. But industry analyst Jeff Kagan said customers can expect to see costs increase whenever cable companies add channels.

?Every time they add a channel, they have to raise the cost for everybody,? he said. ?That's why every year you pay 4, 5, 6 percent more than you did the year before. Every 10 years, you pay double.?

NFL Network airs 13 football games on Thursdays throughout the regular season. It will be placed on the cable provider's digital basic tier. RedZone, which shows scoring plays and important situations on game day, will be part of the carrier's Sports Pass, an optional premium tier that also carries Fox Soccer Channel and NBA TV.

Dallas Cowboys or Houston Texans games are not scheduled to air on NFL Network this season, according to the network's website.

Aside from the Thursday night games, NFL Network airs football-related programming throughout the year.

For Cliff Puchalski, who is a Chicago Bears fan and a Time Warner Cable customer, not having access to the network was never a big issue. But now that he can watch at home, he doesn't have to figure out where to watch football during the week.

?It's almost a little disappointing that I won't get to get out on that Thursday night now, that it will be available at home,? he said. ?But it's certainly nice that you don't have to. It'll be nice to be home.?

Although the cable provider inked the deal to carry the NFL Network, it still is a holdout in regard to the Longhorn Network, Herrera said.

?There's no indication to suggest that there's been any additional progress regarding the Longhorn Network at this time,? he said.

On Friday, the NFL Network also struck a multiyear carriage deal with Bright House Networks, according to the NFL statement. Time Warner Cable and Bright House Networks are the country's second- and sixth-largest cable providers, respectively, according to the statement.

The deals comes more than a month after Cablevision Systems Corp. signed a multiyear deal to carry NFL Network.

Prophet film protesters clash with Greek police

ATHENS, Greece (AP) ? Greek riot police used tear gas and pepper spray to disperse Muslim protesters who clashed with officers Sunday during a rally against a film produced in the U.S. that denigrates Islam's Prophet Muhammad. No injuries were reported.

A general strike in Bangladesh shut down schools, transportation and businesses, while a few hundred people peacefully marched in Pakistan. Iranian students burned flags in Tehran to protest the recent publication of lewd caricatures of Muhammad by a French satirical weekly.

In Athens, six people were detained during the demonstration at a central square, police said. About 600 people attended the rally, which featured heated speeches, but was mostly peaceful.

The crowd then wanted to march to the U.S. Embassy, which is about three kilometers (two miles) away from Omonia Square. Some tried to break through police lines several times, but riot officers pushed them back.

The violence occurred at the end of the rally, when small groups of protesters threw objects at police. Three cars were damaged and three storefronts smashed.

Banners were displayed in English, denouncing the film and called on the U.S. to hang the filmmaker. One told President Barack Obama "we are all with Osama," referring to Osama bin Laden, the al-Qaida leader who was killed in a U.S. raid in Pakistan in May 2011.

The amateurish film, which portrays the prophet as a fraud, a womanizer and a child molester, has sparked violent protests throughout the Muslim world for nearly two weeks. The violence linked to protests over the film has resulted in the deaths of at least 49 people, including the U.S. ambassador to Libya.

About 300 Iranian students protested against the caricatures that appeared in the French weekly. They rallied in front of the French Embassy in Tehran, burning French, U.S. and Israeli flags and chanting "death to France" and "down with the U.S." They called for the expulsion of French ambassador to Iran.

In Bangladesh, schools and businesses were closed and transportation was disrupted across the south Asian country as hardline Islamic groups protesting the film enforced a general strike.

The strike was called in response to police action Saturday against supporters of the groups who rallied in the capital, Dhaka, to denounce the film. Dozens of people were arrested and scores injured Saturday as protesters clashed with police. Several vehicles were burned, including a police van. No violence was immediately reported during Sunday's strike.

About 300 Christians, Sikhs, Hindus and Muslims peacefully rallied in Pakistan's capital, Islamabad, to protest the film.

"There will be no peace in the world until we respect each other's religion," Sikh leader Deedar Singh said.

The protesters marched about a 1 kilometer (just over a half mile) on Islamabad's main avenue near the parliament building.

2 ships collide off Japan, 13 fishermen missing

TOKYO Japan's coast guard says 13 crew members are missing from a 22-man fishing vessel after it collided with a much larger cargo ship off northeast Japan.

The 119-ton Horiei Maru and the 25,047-ton Nikkei Tiger collided about 900 kilometers east of Sendai around 2:30 a.m. Sunday.

An official at the Shiogama Coast Guard office near Sendai said the smaller vessel may have sunk. Osamu Nishikawa said the coast guard sent two planes to look for survivors.

Nine of the fishing boat's crew were rescued. Five are Japanese and four are Indonesian. Twelve of the missing are Japanese, and one is Indonesian.

The cargo ship and its crew of 21 were OK.

German bishops: Catholics who opt out of Church tax cannot receive sacraments

The German Catholic bishops have announced that any Catholic who formally withdraws from the Church, by announcing a decision not to pay the ?church tax,? will not be allowed the receive the sacraments or hold office in the Church.

With a formal canonical decree, which has been approved by the Vatican and takes effect September 24, the German bishops said that someone who formally removes himself from the Church commits ?a grave offense,? and his action should be regarded as ?a deliberate and willful alienation.? Such persons, the decree says, will not be allowed to receive the sacraments unless he is in danger of death. Nor can such individuals serve as godparents, members of parish councils, or officers in ecclesial organizations.

The German bishops? decree was prompted by the mounting numbers of baptized Catholics who announce their formal withdrawal from the Church in order to escape the ?church tax.? In Germany, if a citizen is a declared member of a recognized religious body, a portion of his taxes are forwarded to that denomination. The ?church tax,? collected by the government, provided about ?5 billion ($6.5 billion) in funding for the German Catholic Church last year.

Some Catholics?notably including canon lawyer Hartmut Zapp, who has challenged the ?church tax? in court?have argued that registration for the ?church tax? involves only a political act, and should not affect one?s spiritual status. Others have protested that the ?church tax? supports the ?institutional Church,? while they regard themselves as members in a Catholic community that is not necessarily represented by the hierarchical structure of the Church.

In issuing their decree, the German bishops say that it is impossible to withdraw from the ?institutional Church? while remaining a part of the Catholic community. The bishops announce that if any individual announces his decision to drop his enrollment in the Church, his pastor should contact him and explain the consequences of this action.

A few years ago, Israeli game theorist Ariel Rubinstein got the idea of examining how the tools of economic science affected the judgment and empathy of his undergraduate students at Tel Aviv University. He made each student the CEO of a struggling hypothetical company, and tasked them with deciding how many employees to lay off. Some students were given an algebraic equation that expressed profits as a function of the number of employees on the payroll. Others were given a table listing the number of employees in one column and corresponding profits in the other. Simply presenting the layoff/profits data in a different format had a surprisingly strong effect on students? choices?fewer than half of the ?table? students chose to fire as many workers as was necessary to maximize profits, whereas three quarters of the ?equation? students chose the profit-maximizing level of pink slips. Why? The ?equation? group simply ?solved? the company?s problem of profit maximization, without thinking about the consequences for the employees they were firing.

Rubinstein?s classroom experiment serves as one lesson in the pitfalls of the scientific method: It often seems to distract us from considering the full implications of our calculations. The point isn?t that it?s necessarily immoral to fire an employee?Milton Friedman famously claimed that the sole purpose of a company is indeed to maximize profits?but rather that the students who were encouraged to think of the decision to fire someone as an algebra problem didn?t seem to think about the employees at all.

The experiment is indicative of the challenge faced by business schools, which devote themselves to teaching management as a science, without always acknowledging that every business decision has societal repercussions. A new generation of psychologists is now thinking about how to create ethical leaders in business and in other professions, based on the notion that good people often do bad things unconsciously. It may transform not just education in the professions, but the way we think about encouraging people to do the right thing in general.

At present, the ethics curriculum at business schools can best be described as an unsuccessful work-in-progress. It?s not that business schools are turning Mother Teresas into Jeffrey Skillings (Harvard Business School, class of ?79), despite some claims to that effect. It?s easy to come up with examples of rogue MBA graduates who have lied, cheated, and stolen their ways to fortunes (recently convicted Raj Rajaratnam is a graduate of the University of Pennsylvania?s Wharton School of Business; his partner in crime, Rajat Gupta, is a Harvard Business School alum). But a huge number of companies are run by business school grads, and for every Gupta and Rajaratnam there are scores of others who run their companies in perfectly legal anonymity. And of course, there are the many ethical missteps by non-MBA business leaders?Bernie Madoff was educated as a lawyer; Enron?s Ken Lay had a Ph.D. in economics.

In actuality, the picture suggested by the data is that business schools have no impact whatsoever on the likelihood that someone will cook the books or otherwise commit fraud. MBA programs are thus damned by faint praise: ?We do not turn our students into criminals,? would hardly make for an effective recruiting slogan.

If it?s too much to expect MBA programs to turn out Mother Teresas, is there anything that business schools can do to make tomorrow?s business leaders more likely to do the right thing? If so, it?s probably not by trying to teach them right from wrong?moral epiphanies are a scarce commodity by age 25, when most students start enrolling in MBA programs. Yet this is how business schools have taught ethics for most of their histories. They?ve often quarantined ethics into the beginning or end of the MBA education. When Ray began his MBA classes at Harvard Business School in 1994, the ethics course took place before the instruction in the ?science of management? in disciplines like statistics, accounting, and marketing. The idea was to provide an ethical foundation that would allow students to integrate the information and lessons from the practical courses with a broader societal perspective. Students in these classes read philosophical treatises, tackle moral dilemmas, and study moral exemplars such as Johnson & Johnson CEO James Burke, who took responsibility for and provided a quick response to the series of deaths from tampered Tylenol pills in the 1980s.

It?s a mistake to assume that MBA students only seek to maximize profits?there may be eye-rolling at some of the content of ethics curricula, but not at the idea that ethics has a place in business. Yet once the pre-term ethics instruction is out of the way, it is forgotten, replaced by more tangible and easier to grasp matters like balance sheets and factory design. ?Students get too distracted by the numbers to think very much about the social reverberations?and in some cases legal consequences?of employing accounting conventions to minimize tax burden or firing workers in the process of reorganizing the factory floor.

Business schools are starting to recognize that ethics can?t be cordoned off from the rest of a business student?s education. The most promising approach, in our view, doesn?t even try to give students a deeper personal sense of mission or social purpose ? it?s likely that no amount of indoctrination could have kept Jeff Skilling from blowing up Enron. Instead, it helps students to appreciate the unconscious ethical lapses that we commit every day without even realizing it and to think about how to minimize them. ?If finance and marketing can be taught as a science, then perhaps so too can ethics.

These ethical failures don?t occur at random ? countless experiments in psychology and economics labs and out in the world have documented the circumstances that make us most likely to ignore moral concerns ? what social psychologists Max Bazerman and Ann Tenbrusel call our moral blind spots. ?These result from numerous biases that exacerbate the sort of distraction from ethical consequences illustrated by the Rubinstein experiment. A classic sequence of studies illustrate how readily these blind spots can occur in something as seemingly straightforward as flipping a fair coin to determine rewards. Imagine that you are in charge of splitting a pair of tasks between yourself and another person. One job is fun and with a potential payoff of $30; the other tedious and without financial reward. Presumably, you?d agree that flipping a coin is a fair way of deciding?most subjects do. However, when sent off to flip the coin in private, about 90 percent of subjects come back claiming that their coin flip came up assigning them to the fun task, rather than the 50 percent that one would expect with a fair coin. Some people end up ignoring the coin; more interestingly, others respond to an unfavorable first flip by seeing it as ?just practice? or deciding to make it two out of three. That is, they find a way of temporarily adjusting their sense of fairness to obtain a favorable outcome.

There are many such examples of what Bazerman and Tenbrusel would argue are unintentional ethical failings: People fall prey to self-serving bias: an accountant whose future business depends on maintaining the approval of the companies he?s meant to be auditing is genuinely more likely to believe his clients? books are in order. We discriminate unconsciously against those who aren?t like us, passing them over for promotion or low-balling them in negotiations. And even when we lie, cheat, or steal for personal gain, we often disengage, at least temporarily, from the set of values that would normally lead us to look down upon those who lie, cheat, and steal.

Clarke shares blame for Pakistan loss

Australia skipper Michael Clarke admitted on Saturday that he had been wrong in choosing to bat first against Pakistan in the second one-day international between the two teams in Abu Dhabi on Friday.

Pakistan thumped Australia by seven wickets to level the three-match series at 1-1, leaving the propspect of an intriguing third match in Sharjah on Monday. Australia won the first match by four wickets in Sharjah.

Clarke said that electing to bat first after winning the toss had backfired.

Misbah agreed it was a good toss to lose.

"It was a good toss to lose," said Misbah. "Both the teams were not sure about what was going to happen because there wasn't so much dew on Thursday night. But dew was a major factor on Friday."

Misbah praised youngsters Jamshed and Ali.

"The way Jamshed and Azhar batted it made it easier for us. Jamshed and Mohammad Hafeez are aggressive players and the start was the key for us, it set us to chase that total," said Misbah of the 66-run start to the innings.

Misbah hopes his team builds on the win in the next match.

"It depends on what sort of wicket we get and one more thing we have to keep in mind is that if we bowl second then there will be problem for the spinners as well, so we need to build on the win," he said.

Pakistan will wait on decide on the fitness of allrounder Shahid Afridi, who missed Friday's game because of a back injury.

Australian paceman Starc complained of a chest injury and is an unlikely starter for the series-deciding match.

McIlroy shoots another 65 to take lead

NORTON, Mass. (AP) ? Rory McIlroy and Tiger Woods played together in the opening two rounds of the season in Abu Dhabi. They were together again for the opening two rounds at Bethpage Black for the start of the FedEx Cup playoffs. The idea is to get them together with a trophy on the line.

Both took a step in that direction Saturday in the Deutsche Bank Championship.

McIlroy went from one extreme to another on par 5s just 30 minutes apart ? a 4-iron into 10 feet for eagle on No. 18, a 5-wood in the water for bogey on No. 2 ? but steadied himself for another 6-under 65.

Woods, playing in the afternoon, had three birdies on the opening six holes until he could no longer get a putt to drop. He made birdie putts of 30 feet and 15 feet late in the round to salvage a 68, which left him only two shots behind.

In between was Louis Oosthuizen, the former British Open champion with one of the purest swings in golf. Oosthuizen had four 2s on his card of 65, and goes into the third round just one shot behind and in the final group with McIlroy.

"Everything seemed to work pretty well out there," McIlroy said. "I felt like I drove the ball a bit better today and hit more fairways, which gave me some more opportunities to make birdies. And I was putting well enough to take a few of those. Yeah, pleased with where I am and looking forward to the weekend."

The weekend is half over, as this FedEx Cup playoff event is known for its Labor Day finish. There remains plenty of work to be done, especially with nine players separated by only three shots going into the weekend.

McIlroy was at 12-under 130.

Ryan Moore had a 68, playing the front nine in 1 over, and joined Woods at 10-under 132.

Woods missed out on a chance to be paired with McIlroy on Sunday when he missed the fairway on the par-5 18th, laid up short of the marsh and came up just short of the green and its front hole location. He had to get up-and-down for par.

Even so, this Labor Day weekend could bring another heavyweight bout, the likes of which the Deutsche Bank Championship has seen before in its 10-year history.

The TPC Boston is where Woods and Vijay Singh had a memorable battle on Labor Day in 2004, when Singh won to replace Woods at No. 1 in the world. Two years later, Woods closed with a 63 to rally from a three-shot deficit against Singh. And in the first year of the FedEx Cup in 2007, it was Phil Mickelson who played three rounds with Woods and wound up beating him by two shots.

"I think if you look at the overall list of champions here, they're all big hitters," Woods said in an effort to explain why the Deutsche Bank Championship provides such great theater.

McIlroy, who won the PGA Championship by a record eight shots at Kiawah Island three weeks ago, looked comfortable on the smoother greens of TPC Boston and had only one bad spell of back-to-back bogeys on his back nine to reach the midway point at 12-under 130.

Woods came out firing in the afternoon with back-to-back birdies, only to get slowed quickly with a bogey from the bunker on No. 3 and going bunker-to-bunker on the fourth hole when he scrambled for par. He got back with a shot into 3 feet on the sixth for birdie, but he couldn't take advantage of several shots in the 12- to 15-foot range.

It looked as though it was getting under his skin, but all he had to do was think back to that opening round of 64.

"You've got to let it balance itself out because I made everything yesterday," he said. "Today was one of those days where I had some good looks, missed them, but didn't feel like I was really rolling it correctly. Then I figured something out, and then from then on, I poured it pretty good."

First-round leader Seung-yul Noh (71), Jason Dufner (66) and Masters champion Charl Schwartzel (65) were among those at 9-under 133.

Rickie Fowler made a clutch putt on his final hole, a 4-footer for par that gave him a 72. It looked even more significant at the time because it assured he would make the cut, giving him two more days to make an impression on Davis Love III before he announces his four captain's picks for the Ryder Cup on Tuesday.

Hunter Mahan had a 72 to end his untimely streak of two missed cuts, boosting his hopes of getting one of the four picks. Dustin Johnson also stayed in the mix, going into the weekend only five shots out of the lead. Brandt Snedeker had only three pars in 12 holes, then settled down for a 70 and was at 3-under 139.

McIlroy wasn't much of a factor in the opening playoff event last week at Bethpage Black, where the greens were baked out by sunshine and nearly dead by the third round, making it difficult to score. The greens have been pure at the TPC Boston, and it showed in the scoring.

Then again, he didn't have to make putts from very far. McIlroy made three birdies from inside 10 feet ? one of them a tap-in on the 14th ? and he seized the lead on the par-5 18th. Even though the pin was to the front of the smaller, treacherous green, there was enough wind in his face that he could get 4-iron in the air and have it land softly. It rode a gentle slope to about 10 feet away and he made the eagle putt.

After an 18-foot birdie putt on No. 1, McIlroy was poised to get some separation on the field until he tried to hit a high cut with a 5-wood on the par-5 second. He pushed it too far, into the water, and made bogey.

"That was a really tricky little pin position there on the second," he said. "If you lay up, you're going to have to hit a really good shot to get it close to try and make birdie. I'm sure it played a little easier yesterday, but you'll probably see just as many bogeys as you do birdies there today."

On the next hole, his long putt from the fringe was weak and came up 8 feet short, and he missed that for another bogey. But that was that. He followed with back-to-back birdies to get back to 12 under, and made a 12-foot par putt on the eighth to keep from dropping another shot.

McIlroy attributed the improvement from last week to one thing.

"My putting," he said. "I wasn't very comfortable on the greens at all last week. They weren't the best surfaces. I think everyone saw that. This week, the surfaces are much better, and it gives you a little more confidence that you can roll your putts at the hole a bit more."
